Trying out a new version of the creature reanimation mechanic where it works more similarly to Embalm from Amonkhet. This removes the use of the "hollow counter" from the set, and allows some designs in the set to use +1/+1 counters instead, which is being explored here. In addition, UB mill doesn't work well in a set with the new mechanic, so the UB duty has been changed to caring about "casting spells with targets" (kill spells, counter spells, auras, etc.). and the mill theme has been removed as a result for this test.
